DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine andwill continue significant scale-up in 2024 to implement emergency response in the Protection,Livelihoods, Shelter/NFIs and Humanitarian mine action sectors, using direct interventions, supportto duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC is currently looking for a Supply Chain – Procurement Officer for its activitiesin Sumy.
About the job
This role has a base focus and ensures compliance to DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks. Will be based in Sumy.
Your main duties and responsibilities will be:
- Ensure compliance of procurement processes with the DRC Operations Handbook and relevant internal organizational procurement rules and procedures;
- Provide effective and efficient support to programme needs in line with submitted requests;
- Prepare procurement-related reports in various formats, as well as reports upon request of the line manager;
- Ensure the procurement, delivery, and acceptance of all goods and the procurement of services in accordance with applicable DRC procurement procedures and current legislation;
- Prepare and ensure control of contractual documentation for the procurement of goods and services in line with DRC requirements;
- Accurately record procurement processes in the ERP system and comply with established ERP record-keeping requirements;
- Support and implement the procurement plan in coordination with programme teams;
- Ensure oversight and control of all contracts for the procurement of goods and services to ensure compliance with Ukrainian legislation and to protect DRC’s interests.
About you
To be successful in this role we expect you to have a minimum of 3 years of experience in logistics or procurement, preferably within an INGO or a similar organization. Moreover, we also expect the following:
Required
- Higher education in procurement or another relevant field;
- Knowledge of procurement and supply rules in the humanitarian sector, including donor requirements;
- Strong IT skills, including experience working with ERP supply chain management systems;
- Experience working with standard procurement procedures and documentation;
- Fluency in Ukrainian.
Desirable
- English language proficiency at Intermediate level;
- Strong sense of personal integrity and understanding of confidentiality and ethics.
