Overall purpose of the role:
The Supply Chain Coordinator’s main objective is to provide support in the Supply chain department in efficient and effective Logistics implementation and smooth running of departmental operations of the Central Darfur Sudan emergency response to the Sudan capital office with an emphasis support international procurement from neighbouring countries and functions including implementation of DRC Dynamics. The role is expected to contribute to strengthening the overall supply chain functions. This position will also ensure the implementation of audit recommendations related to logistics and procurement.
He/ She will be expected to assist the Supply manager in international procurement, custom clearance of supplies in coordination with the logistics cluster for cross border custom clearing of supplies, also following up for warehouse management for the whole country, ensuring that all logistics operations are managed and maintained in an efficient manner. as per DRC’s internal and donor procedures & as per the Operations Handbook.
Responsibilities
Procurement Co-ordination
- Coordinate with program and assist Supply chain manager (SCM) with planning, market assessments, national, regional, and international procurement, and Liaison with local authorities for securing import permits, for supplies and equipment into Sudan.
- Assist SCM in planning all emergency procurement, consult with program team at national and area level, draft procurement plan for all grants, and keep updated periodically.
- Coordinate with SCM and ensure the procurements are fully compliant with the DRC Operations Handbook and donor’s requirements.
- Coordinate and lead with support of SCM in the procurement of all supplies, services, and equipment from PR to final delivery, i.e. draft ITB documentation before advertising or inviting suppliers with SCM and requester
- lead ITB management (TOC report, technical analysis, and contract award).
- Coordinate and support establishing purchasing agreements for the key program items and routinely procured other administration items.
- Assist SCM to develop suppliers for sustainable value-adding procurement at the regional level in Darfur, and port Sudan.
- Organize procurement training for program staff and small-scale refresher training for procurement staff.
- Travel to Chad for smooth international procurement, sourcing the supplier, and coordination with DRC Chad SC team
Cross-Border Supply Chain Management:
- Actively participate in Logistics Cluster for Sudan or any other forum of SC for information-sharing activities (Market surveys, supplier database, host country rules, and regulations).
- On behalf of the DRC liaise with local authorities (HAC, Customs, and other ministries/departments) to secure duty exemption permits for all international shipments/consignments.
- Develop and regularly update cross-border and Import procedures and ensure all DRC Cross Border SoPs are aligned with new changes and disseminated to all concerns.
- Maintain and up to date supplier data base
- Coordinate with concerned DRC staff in both countries (CHAD)
Inventory and Warehouse Management
- Coordinate with SCM in ensuring compliance and implementation of the Operations Handbook on inventory and warehouse management.
- Coordinate with the supply chain team to assess the storage capacity of all area offices and advice for extra storage needed as per pipeline procurement, also coordinate with log cluster if needed for storage.
- Organize training for program staff and warehouse staff on stock ownership, stock management, release and accountability of stock return, etc.
- Provide monthly comprehensive country reports on warehouse inventory to SCM (list and stock value in hand).
Fleet Management
- Making Sure all vehicles under DRC use are Registered, well maintained, fueled and insured.
- Maintain fleet management data base and ensure monthly mileage reports are made and analysed.
- Making Sure all Generators under DRC use are well maintained and services regularly as required.
- Coordinate Logistics officer and with program and perform right sizing of fleet exercise.
- Ensure an effective fleet management practice in DRC especially for the service contract vehicles for all country
Asset Management
- Assist SCM and support in compliance and implementation of Operations Handbook on asset management.
- Making sure that all assets are tagged for all Energy and ICT equipment including the General program equipment
- Put a systematic system in place for reporting for all the related to GPE and equipment list
DRC Dynamics ERP System
- Ensure proper application of DRC Dynamics supply chain processes (mainly P2P and Asset Management) in the operations.
- Apply reports and data analytics from ERP supply chain system to improve supply chain performance
Qualifications, experience and technical competencies
- Master’s Degree in Logistics and Supply Chain Management, Business administration or related field.
- Minimum 3 years of experience in humanitarian logistics management within the fields of Supply Chain Management, Fleet Management, Asset Management, and Distribution Support
- At least 2 years' experience with people management
- Knowledge and experience of dealing with service providers and contractors’ management in an emergency context or conflict zone.
- Proven Management and supervision skills, team player, and proven commitment to accountability practices.
- Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
- Experience with standard procurement procedures and documentation.
- Experience with construction and site project management
- Experience with auto mechanics or electrical installations
- Experience working in an (I)NGO
- Stable and robust character.
- Strong analytical and conceptual skills.
Languages:
- Full professional proficiency in English
- Knowledge of Arabic is an added advantage

Conditions
Contract: Four months contract with possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for International staff or under terms of employment for National Staff in Sudan. This position is graded at NM G
