The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a country office in Dhaka.
POSITION PROFILE
The General Protection Officer – Case Management plays a key role in ensuring the high-quality implementation of case management activities, in alignment with the broader DRC protection programme in Bangladesh. The officer is responsible for managing individual protection cases, with technical guidance from the Protection Manager, Coordinator and direct day-to-day supervision from the Protection Team Leader (PTL).
In addition to case management responsibilities, the officer is expected to strengthen and maintain collaborative relationships with relevant humanitarian actors, governance structures, and other DRC teams. The role includes active representation of DRC at field-level coordination platforms, including the protection sector and inter-agency forums, in close coordination with the PTL.
Furthermore, with support from the Protection Team Leader, the officer is responsible for ensuring that all case management activities are fully compliant with donor requirements and DRC’s internal policies on reporting, accountability, and data protection.
DUTIES & RESPONSIBILITIES
- Conduct assessments of individual protection risk identified during daily activities and respond appropriately by providing Individual Protection Assistance (IPA) and making timely referrals to relevant humanitarian or service providers, in line with established referral pathways and best practices.
- Identify cases requiring urgent intervention in accordance with DRC’s Case Management and IPA Standard Operating Procedures (SOPs) and provide direct accompaniment to service points when necessary to ensure access and support.
- Provide training, guidance, and ongoing support to field-level protection volunteers to strengthen their capacity to identify and assist person of concern.
- Collaborate with the Protection Team Leader to develop and implement work plans, set priorities, and participate in regular case management meetings to ensure efficient service delivery.
- Ensure that assigned targets are met in a timely manner under approved work plans while maintaining a high standard of service quality and ethical compliance.
- Maintain accurate, up-to-date, and confidential case documentation and protection data, ensuring secure storage of both hard and soft copies in line with data protection protocols.
- Contribute to internal and donor reporting by providing relevant information, including emerging protection trends, challenges, and best practices, while maintaining valid means of verification.
- Build and maintain strong working relationships with stakeholders, including administrative authorities, humanitarian actors, and community-based structures at the field level.
- Liaise closely with protection and humanitarian partners to enhance understanding of key protection concerns and promote coordinated responses that inform case planning and broader programming.
- Collaborate with other DRC programme teams from all sectors, including Protection Monitoring, Community-Based Protection (CBP), and Gender-Based Violence (GBV), to ensure integrated and holistic service delivery and protection mainstreaming across all activities.
- Represent the Protection team and DRC in relevant coordination forums, sector meetings, and community-based platforms assigned by the Protection Team Leader or Manager.
- Ensure full compliance with DRC operational procedures, including those related to Security, Finance, Logistics, Human Resources, and Administration.
- Uphold and promote DRC’s Code of Conduct, protection principles, and core humanitarian standards in all interactions and activities.
- Perform any other duties or tasks assigned by the supervisor to support the objectives of the protection programme.
Safety
- Comply with all global and location-specific safety rules, policies, and procedures. Report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave the position holder, their colleagues and DRC Bangladesh.
SKILLS AND EXPERIENCES
- Minimum of 2-3 years of relevant work experience in a humanitarian organization and at least 2 years' experience with the protection sector in the Rohingya refugee response.
- Strong understanding of protection case management, community-based protection and protection monitoring.
- Prior experience with an international or local NGO or United Nations agency is required.
- Proficiency in Chittagonian and Rohingya dialects is essential for effective community engagement.
- Strong communication skills in both written and spoken English and Bengali.
- Basic knowledge of narrative reporting, including the ability to contribute to case summaries, internal updates, and donor reports.
- Demonstrated willingness and ability to work in field environments, including in challenging weather and logistical conditions.
- Strong organizational and time management skills, with the ability to work both independently and collaboratively within a multi-disciplinary team.
- Proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and experience using tools such as Kobo Toolbox, ActivityInfo, or other data collection and reporting platforms.
EDUCATIONAL QUALIFICATIONS
- Minimum University degree in social sciences, such as Social Work, Anthropology, Psychology, Development Studies, law, or relevant disciplines.
- Master’s degree in relevant discipline is preferable.
