Overall purpose of the role:
Under the direct management of CCCM Project Manager, the CCCM Community Participation Team Leader is responsible for supervising the CCCM sub-teams (Community Feedback Mechanism (CFM) and Community Participation and Communication with Community (CwC) for the areas of Sittwe, Pauktaw IDP cams and Displacement sites. He/she will deliver technical support and guidance to CCCM staff, ensuring the quality of the planning, implementation and follow-up of all technical aspects of the sector activities being implemented in IDP camps and displacement sites. Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, donors and clusters to support adequate implementation and coordination of DRC’s sector activities.
Responsibilities:
- Develop a comprehensive weekly/ monthly workplan for the targeted activities for each team, jointly with the CFM, CwC, and Community Participation team.
- Hold regular meetings with the CCCM Officers and Assistants to review the progress, challenges and gaps, ensure to submit a monthly work progress report to the line manager.
- Support in establishing and maintaining relationships with community representatives, government counterparts, other humanitarian agencies.
- Support other DRC departments in issues regarding negotiation with camp level stakeholders, Camp Focal Points and community liaison where necessary.
- Review the documents on establishing the community led activities in the implementing areas including providing technical support for moving forward.
- Develop appropriate tools for tracking the progress of community led activities in consultation with the CCCM Project Manager.
- Ensure to apply AGDM guidelines while selecting the community representatives for the CCCM activities, review and update the TOR for each community-based group.
- Ensure the sensitization of messages on available services, coordinate with relevant actors in dissemination of key updates on services.
- Liaise with Admin, Finance, and Logistics staff for organizing and planning assistance delivery in coordination with the Camp Management Manager.
- Ensure that activities conducted by CCCM Team follow DRC standards and guidelines.
- Develop training for capacity building of CwC, CFM, and Community Participation teams.
- With the Camp Management Manager, develop contextually relevant and culturally sensitive Information and written translation to be accessed by camp populations.
- In collaboration with other CCCM team leaders, anticipate in planning of NFI distribution plan and support the distribution in accordance with the distribution SOP.
- Anticipate in planning contingency plan, update the CCCM stock list on a regular basis.
- Actively participate in planning and responding in case emergency cases occurred in the project locations. Support other actors in terms of managing the distributions at the site level.
- Review the CFM database on a regular basis, support the CFM team for ensuring quality assurance.
- Support to the CCCM team, cover the gaps when other CCCM TL/PM are out of offices.
- Any other tasks to perform being requested by the CCCM project manager.
Management
- Lead and manage the CwC, Community Participation, and CFM teams (including people planning, performance, well-being and development)
- Ensure effective planning and quality implementation of the sector/Support activities.
- Ensure daily monitoring of programme areas.
Programming & Operations
- Ensure efficient and effective program implementation while following the budget and work plan
- Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
- Lead the team in carrying out monitoring and evaluation exercises
- Develop close routes of communication with camp populations, inclusive of Women, Youth, elderly, people with disabilities etc.
- Maintaining close relationships with key leadership structures to ensure adequate understanding of community dynamics.
- Lead trainings of staff members both Sittwe-based and field-based in addition to spearheading CCCM trainings for camp level stakeholders and its members and service providers
Coordination and representation
- Collaborate with relevant internal and external technical experts including CCCM/Shelter/NFI cluster on sector relevant issues
- Represent DRC at meetings and other relevant technical coordination meetings
- Ensure integration with other DRC sectors
- Plan all field level monthly CCCM meetings, review meeting minute formats, and raise any urgent issues to the relevant Officers or the Camp Management Manager
- The Coordination of all humanitarian actors present in the target camps, at camp level with participation from beneficiaries and through individual meetings/communication as well as during cluster meetings.
- Identification of beneficiary needs through participating in FGDs & assessments with Community Based Groups
Reporting:
- Organize the CCCM team to produce regular reports on camp activities
- To assist CCCM Project Manager with the creation of donor reports including monthly, quarterly, interim and end of project reports
- Monitor program budget lines assisting team members in utilizing appropriate budget lines for procurement requests and cash advances.
- Regular progress reporting to Camp Management Manager
Logistics/Finance
- Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas
- Initiate procurement plan and timely share with the respective colleagues and ensure their execution
- Ensure distribution plans are prepared and shared with logistics in a timely manner
- Ensure the weekly budget tracker is updated collected the input from the CCCM team.
AS MANAGER THE POST-HOLDER IS RESPONSIBLE FOR THE FOLLOWING:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
- Accountable for making significant decisions on what the child protection team does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc
- Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC
Required experience and technical competencies
- University degree in political science, international development, economics or another relevant field
- Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
- Minimum 3 years of practical experience in the sector area working for an INGO.
- Proven management skills and competence in people management
- Commitment to learning and implementing organizational policies and procedures.
- Excellent skill in MS Word, Excel, and PowerPoint
- Field experiences working in camp-like setting
- Excellent interpersonal and communication skills as well as cultural sensitivity.
- Demonstrated ability to build trusting relationships with communities.
- Professional proficiency in English
- Native Myanmar or Rakhine speaker
- Muslim language skills are an advantage

Condition
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
