Safety Coordinator – Central Darfur
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.
POSITION PROFILE
Overall purpose of the role:
Manage all aspects of the DRC Safety Risk Management (SRM) system for DRC programmes within geographical area of responsibility. Overall responsibility for the day-to-day management of safety and liaison within geographical area of responsibility.Direct manager for safety and liaison staff.
Geographic scope: Country (Sudan)
This role has an area focus and ensures compliance with DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.by overseeing specific functions in the COCRM system.
DUTIES & RESPONSIBILITIES
Safety Risk Management
- Oversee the Safety Risk Management (SRM) process
- Develop area and country safety management policies, protocols and procedures
- Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures
- Analyze, manage and report relevant information within geographical area of responsibility
- Maintain relevant safety documentation, data and records for the areas of concern
- Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs)
- Technically advise on the procurement of safety-related equipment, facilities and other resources.
Training, supervision and support
- Support and deliver safety-related training
- Mentor and provide technical supervision to local safety staff
- Facilitate surge support to IMTs as required.
Liaison
- Oversee engagement with the Humanitarian Aid Commission of Sudan (HAC) in Central Darfur.
- Maintain strong understanding of processes and policies related to HAC.
- Ensure effective completion of processes related to Visas, Permits and Technical Agreements.
SKILLS AND EXPERIENCES
- Minimum 3-5 years of working experience as a safety and security manager/adviser with an INGO
- Experience working in multicultural work settings
- Proven ability to develop and implement effective and contextualized protocols and systems
- Experience with information gathering, analysis and report writing
- Ability to conduct and produce high quality safety risk assessments (SRAs)
- Experience with critical incident management
- Experience with delivering safety-related training
- Experience working in hostile or hazardous environments
- Full professional proficiency in English
EDUCATIONAL QUALIFICATIONS
- Master's degree in political science, peace & conflict studies, history, disaster management or a military education
LANGUAGES
- Excellent communication skills in English is required.
