DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.
About the job
Under the supervision of the Roving Area Manager, the Roving Area Programme Manager (R-APM) is responsible for the quality implementation and oversight of the Danish Refugee Council (DRC) and its partners programmes in DRC main areas of operation (Bekaa and North Lebanon). S/he will ensure main sectors – Protection (incl. CP, GBV, PwSN) and Economic Recovery activities are delivered to a high quality in line with DRC, donor and international standards. S/he will ensure good coordination with other actors in the areas and between DRC’s programmatic sector teams present in the Field and Country Offices. The R-APM will be responsible for the line management of Sector Team Leaders in the field, and the timely delivery of high-quality programming. Your main duties and responsibilities will be:
Proposal Development, Reporting and Quality Assurance:
- Lead on proposal brainstorming and writing in close coordination with the Area Manager, Grants Coordinator, Country Technical Leads, Area Programme team, and Area Finance staff; lead on drafting target rationales and program budgets for proposal development as requested;
- Support with the development of unsolicited concept notes in close coordination with the Area Manager, Head of Programme, and Beirut level Technical Leads;
- Ensure reporting deadlines are respected as per the monthly reporting schedule, validated by Area Manager prior to Country Office submission;
- Review and update required monthly, quarterly, and annual reports to ensure they are generated timely and are of quality with accurate reflection of information;
- Ensure financial reports and narrative reports are cross checked prior to submission to Country Office, validated by the Area Manager;
- Ensure Results Tracker is updated regularly and accurately in close coordination with MEAL staff;
- Ensure DRC information management systems (Alpha, RIMS, etc.) are updated regularly and with quality by area field staff;
- Lead on the implementation of and adherence with the organizational Standard Operating Procedures i.e. proposal development, reporting, financial management, etc.
- Any other ad hoc requests from line manager, donors, or DRC HQ.
Project Cycle Management:
- Lead on Area level project management meetings, budget follow up, area grants management meetings, and ensure accurate financial and programmatic data is reflected monthly in coordination with MEAL, programme, and Finance teams;
- Ensure grants opening, grants closure and grant review meetings are held at area level and feedback shared with the Country Office;
- With respective field staff (Sector TLs, Officers, etc.), ensure workplans, procurement plans, HR plans, and budget forecasts are updated regularly;
- Lead on programmatic financial planning and budget management with monthly forecasting in coordination with field Team Leaders and the Area Manager;
- Ensure MEAL plans are developed and are updated regularly by area MEAL staff;
- Ensure MEAL Framework is being implemented and is in line with global DRC minimum standards and that indicator tracking tools are up to date;
- Ensure findings from post distribution monitoring, evaluations, assessments are shared with the area and country level programme teams, Area Manager, and are informing programme design and required enhancement in project delivery;
- Ensure lessons learned are documented and are informing programme design;
- Ensure Area Manager is regularly updated on programme progress, with challenges/issues raised in a timely manner;
- Flag immediately any issues impacting project progress to Area Manager and/or Head of Programme as may be required;
- Any ad hoc request by Line Manager.
Local Partner Management:
- Ensure quality of partner implementation of programmes ensuring optimal use of financial resources, regular project follow up and reporting, in compliance with donor contracts and DRC rules and regulations; and ensure programmes are regularly and comprehensively monitored, and appropriate monitoring tools are updated. Regularly visit field activities;
- Ensure monthly programme meetings are held with DRC local partners across the country in close coordination with the Partnerships Coordinator at country level;
- Ensure monthly field visits to project activities and local partner offices along with spot check visits;
- In coordination with Partnership Coordinator, identify, assess and ensure delivery of partners’’ capacity building needs programmatically and operationally;
- In coordination with Area MEAL staff, ensure regular meetings are held and indicator tracking tools are updated with required supporting documentation;
- Monitor and review monthly, quarterly, and annual narrative and financial reports of local partners’ as per sub-grant agreements;
- Keep local partners updated on general progress, SOPs, programmatic revisions, etc. as required;
- In close collaboration with finance and Partnerships Coordinator, accountable for timely review and disbursement of financial instalments pending satisfactory review of financial reports by the finance team and narrative reports by programme team;
- Ensure that comprehensive electronic and physical files for partnerships are maintained;
- Ensure smooth communication and collaboration between all the partners, in line with DRC partnerships’ principles, skills and approaches.

Staff Management:
- Line manage sector team leaders, ensuring that they have relevant work plans, job descriptions and that performance reviews take place. Enable an effective team through results oriented management systems, providing leadership, on-the-job capacity building and designing staff development strategies;
- Ensure programme staff follow DRC’s safety rules, regulations and SOPs and develop risk assessments and mitigating measures for programme activities; Ensure programmatic adherence to DRC policies, procedures, guidelines, systems and standard practices, including commitments under the HAP and DRC’s accountability framework; and take measures to strengthen accountability to beneficiaries.
Coordination and External Engagement:
- Act as the primary DRC programme representative in Bekaa and North Lebanon area and attend or ensure attendance, as appropriate, at all relevant programmatic coordination fora/meetings;
- Ensure Programme Team Leaders are actively participating in external coordinator for a;
- Support Roving Area manager in donor and other key stakeholder visits to field sites as required;
- Provide leadership, coordination and integration of DRC activities in the area within DRC as well as with other actors;
- Provide regular analysis on the context and humanitarian situation in the area to Area Manager and Senior Management team;
- Maintain responsive and clear communication with Area Manager and Head of Programme on grant issues on ongoing projects;
- Ensure linkages in programming between the area field staff across DRC’s geographical areas of operation as part of harmonization of best practices;

About you
To be successful in this role we expect the following:
Required
- Masters in Management, Social Sciences, International Law, Development Studies or other relevant field
- Minimum 5 years’ management experience, overseeing humanitarian and development of multi-sector, multi-donor programmes in complex environments
- Demonstrable experience and knowledge of ECHO, OCHA, EU, GIZ, KfW, rules and regulations, proposal development, and in managing donor grants and grant processes;
- Excellent communication, negotiation and problem-solving capacities; with the ability to work flexibly within a team as well as in a leadership position;
- Ability to manage stress, multi-task and take decisions;
- Proven experience in all aspects of programme management including programme design, planning, implementation, monitoring and evaluation, reporting and proposal writing
- Practical financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation; understanding of HR principles and ethics
- Experience of staff management, capacity building and performance development systems
- Excellent report writing skills with an understanding of NGO and donor requirements
- Commitment to the values, vision and mission of DRC
- Fluency in English and Arabic (written and spoken)
Desirable
- Experience with proposal writing is advantageous
- Experience of working in the Middle East
- Strong organizational and documentation skills with the ability to effectively manage multiple competing deliverables on varying timelines;
