Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a Durable Solutions (Localization and Partnerships) Technical Coordinator to join our team in Kyiv.
About the job
You will support the implementation of DRC’s localization strategy in Ukraine by enabling people-centered humanitarian and recovery programming in partnership with local actors. You will develop tools, guidance, and SOPs to ensure a coherent, equitable, and standardized approach to working with CSOs and duty bearers. You will collaborate with other departments to define effective structures and processes, and track progress on DRC’s localization implementation plan. You will represent DRC at relevant platforms and ensure that key information and opportunities are fed back into the organization.
Your main duties and responsibilities will be:
Coordination and Strategy
- Work in close coordination with responsible and accountable focal points to implement DRC’s localization strategy according to agreed upon timelines.
- Participate in relevant country-level and regionally relevant partnerships and localisation working groups and fora and advocate for the inclusion and support of national organisations in these forums.
- Provide guidance and support to DRC staff to ensure there is a collective understanding of DRC’s localization goals and objectives in Ukraine.
- Input into strategy development of various sectors to include plans and targets on programme models that include NNGO partners and duty bearers.
- Support in the formalization of DRC’s strategic partners, including ensuring there are defined ways of working and capacity development processes with partners.
Grants, accountability, program development and reporting
- Advise the Head of Programme (HoP) and sector TCs on locally-led programmatic approaches to be included in new proposals.
- Support Sector TCs in leading proposal development for funding opportunities directly related to partnerships and localisation and actively support identification of and liaison with new and existing donors
- Coordinate with DRC’s sector coordinators and managers to identify and develop new partnership opportunities relevant to the current context and identified needs.
Technical Support
- Support in the development of internal tools, SOPs, guidelines, and processes to ensure that there is a robust approach to the implementation of DRC’s localization strategy in Ukraine.
- Support and advise relevant departments and sectors in the development, improvement, and roll-out of capacity development tools and plans including assessments, interventions toolkits and approaches, and capacity development plans for partners.
- Support in the analysis of DRC’s due diligence and capacity assessments, using this to expand DRC’s understanding of the key support needs of current and potential partners. Analysis should support DRC in developing relevant programming, advocacy, and internal tools and processes (in coordination with DRC’s partnership unit).
- Analyse the results of on-going partnerships, remote management and results on the ground to produce lessons learnt in order to inform strategic decision-making and improve ongoing and future programming.
About you
To be successful in this role we expect you to minimum 5 years working experience in similar job at international level. Moreover, we also expect the following:
- Experience in humanitarian policy and advocacy work in conflict affected countries.
- Demonstrated skills in problem solving.
- Innovative, flexible and high adaptability skills in hardship location.
- Excellent analytical skills, commitment to gender equality/equity.
- Demonstrated skills in application of humanitarian tools and standard in past works.
- Representation skills and excellent communication and reporting writing skills.
- Fluency in English (written and spoken) is essential.
- Willing to travel regularly to rural/remote project sites.
- Ability to work well in unstable security environments, and under significant administrative and programming pressures.
- University degree in International Development, DRR related studies, Social Science, Grants Management or relevant field.
